The Effect of Accident Experience on Employer¡¯s Participation in Occupational Safety and Health

Abstract

|
This study was planned to investigate the effect and pathway of accident experience on employer¡¯s participation in occupational health and safety(OHS). The data was collected through interview-survey with structured questionnaire of 1,536 respondents sampled from manufacturing industry using stratified random sampling with industry and size nationwide. Survey was processed from September to November 2002. Path analysis was used to find direct and indirect effects of accident experience on employer¡¯s concern and participation via worker¡¯s risk perception.
The study results were as follows;
1) Accident experience had no direct effect on employer¡¯s concern and participation in OHS, but had indirect effect via worker¡¯s risk perception and employer¡¯s own concern about OHS.
2) Concern of labor union about OHS had direct effect on employer¡¯s concern and participation in OHS.
3) Worker¡¯s risk perception had only indirect effect on employer¡¯s participatory action in OHS.
4) One of the most important factors having effect on employer¡¯s participation in OHS was his or her own concern about OHS, and the next one was labor union¡¯s concern about OHS.
This study found out the relationship between concern of labor union about OHS and that of employer. The result implies that labor union¡¯s involvement in OHS will induce participation of employer.
